The Faces of Emergency Management

Police Chief Don Melton and Fire Chief Andrew Roughton, the City of Webb City Missouri Emergency Management Agency

Since 1969, the mission of the City of Webb City, Missouri, Emergency Management Agency has been to keep the people of the community safe by using an all-hazards approach to prevention, preparedness, response, recovery and mitigation.

The agency is comprised of three departments: fire, police and public works.

“All of our departments work so well with each other and that makes for a great organization, able to provide services for our citizens in the event of a disaster or emergency,” said Fire Chief Andrew Roughton.

Police Chief Don Melton agreed.

“We have developed a fundamental working relationship based on a ‘they call, we go’ philosophy,” he said. “Our response to local natural disasters as well as the day-to-day mitigation activities – within and outside of Webb City – have been as a unified group with a common goal.”

Melton was selected as emergency management director for the City of Webb City in October 2008. Both Melton and Roughton were elected as co-chair of the local emergency planning committee in June 2013 and continue to serve in that role.

Roughton has been an emergency responder for 25 years. He has served as Webb City fire chief since 2012. Melton has been on the Webb City police force since 1996. He was promoted to chief of police in March 2017.
